જેડી વેન્સની 'બંધવા મજૂર' વાળી ટિપ્પણી પર ભારત લાલઘૂમ: H-1B અને ગ્રીન કાર્ડ વિઝા અંગે આપ્યો જડબાતોડ જવાબ

JD Vance comments on Indians: અમેરિકાના શ્રમ વિભાગ દ્વારા તાજેતરમાં લેવાયેલા વિઝા સંબંધિત નિર્ણયો અને અમેરિકી ઉપપ્રમુખ જેડી વેન્સની વિવાદિત ટિપ્પણીઓએ ભારે ચર્ચા જગાવી છે. આ મુદ્દે હવે ભારતના વિદેશ મંત્રાલય (MEA) દ્વારા સત્તાવાર રીતે એક કડક નિવેદન બહાર પાડવામાં આવ્યું છે. ભારતે સ્પષ્ટ શબ્દોમાં અમેરિકાની આ નીતિઓ અને નિવેદનો સામે નારાજગી વ્યક્ત કરી છે.

શું H-1B વિઝા ધારકોને નુકસાન થશે?

અમેરિકાના શ્રમ વિભાગે અમુક કંપનીઓ માટે પર્મેનેન્ટ લેબર સર્ટિફિકેશન (PERM) પ્રોગ્રામ અંગે નવો નિર્ણય લીધો છે. જેના કારણે અમેરિકામાં કામ કરતા ભારતીયોમાં ડરનો માહોલ હતો. પરંતુ ભારતના વિદેશ મંત્રાલયે આ અંગે મોટી રાહત આપતા સ્પષ્ટતા કરી છે:

PERM અને H-1B અલગ છે: મંત્રાલયના જણાવ્યા અનુસાર, PERM અરજીઓ અને H-1B વિઝા બંને તદ્દન અલગ પ્રોગ્રામ છે.

ગ્રીન કાર્ડ પ્રક્રિયા ધીમી પડી શકે: જોકે, વિદેશ મંત્રાલયે એ વાત સ્વીકારી છે કે આ નિર્ણયથી અસરગ્રસ્ત કંપનીઓમાં કામ કરતા કર્મચારીઓની કાયમી નાગરિકતા એટલે કે ગ્રીન કાર્ડ મેળવવાની પ્રક્રિયા પર ચોક્કસ અસર પડી શકે છે.

Statement from the Ministry of External Affairs on U.S. Department of Labor’s decision concerning the Permanent Labor Certification (PERM) programme for certain companies

"It should be noted that PERM is distinct from the H-1B visa programme. The suspension of PERM applications does not, by itself, affect the validity of existing H-1B visas or the status of H-1B visa holders and their dependents, though there could be some impact on the permanent-residency/Green Card process of eligible employees of the affected companies. It should also be clear that talent mobility adds value to both economies. While it creates opportunities for Indians, it equally helps US companies with cutting-edge talent, innovation, research, productivity, competitiveness and job creation, besides creating shareholder wealth in the US. This is therefore an area of tremendous mutual benefit for the two countries and our expectation is that all stakeholders in this process can appreciate this fact. The steps announced by the US do not advance the shared ambitions of both countries. We have also seen some comments in this context by the US Vice President. We believe that such descriptions are unwarranted and ignore the fact that Indian professionals in the United States are highly educated and skilled contributors to its economy and innovation ecosystem. Indeed, the history of the United States itself has been shaped by generations of immigrants whose labour, enterprise and innovation have contributed to its growth and prosperity. ટેલેન્ટ મોબિલિટી બંને દેશો માટે જરૂરી

ભારતે અમેરિકાને અરીસો બતાવતા કહ્યું છે કે ભારતીય પ્રોફેશનલ્સ અમેરિકા જાય છે, તેમાં માત્ર ભારતનો જ ફાયદો નથી, પરંતુ અમેરિકાને પણ મોટો લાભ થાય છે. ભારતીયોના કારણે અમેરિકી કંપનીઓને ઉચ્ચ કક્ષાનું ટેલેન્ટ મળે છે. આ ટેલેન્ટ અમેરિકામાં રિસર્ચ, ઇનોવેશન અને ઉત્પાદકતા વધારે છે, જેનાથી અમેરિકી કંપનીઓના શેરહોલ્ડર્સની સંપત્તિમાં મબલખ વધારો થાય છે. અમેરિકાએ લીધેલા હાલના પગલાં બંને દેશોના વિકાસની વાર્તા સાથે બિલકુલ મેળ ખાતા નથી.

જેડી વેન્સની ટિપ્પણી "અપમાનજનક અને સંસ્થાનવાદી"

આ સમગ્ર વિવાદમાં આગમાં ઘી હોમવાનું કામ અમેરિકાના ઉપપ્રમુખ જેડી વેન્સે કર્યું છે. તેમણે અમેરિકામાં કામ કરતા ભારતીય પ્રોફેશનલ્સ માટે 'બંધવા મજૂર' (Indentured Servants) જેવા શબ્દોનો ઉપયોગ કર્યો હતો.

ભારતે આ ટિપ્પણીનો સખત વિરોધ નોંધાવતા કહ્યું છે કે આવી ટિપ્પણીઓ બિલકુલ બિનજરૂરી અને દુઃખદાયક છે. અમેરિકા પોતે ઇમિગ્રન્ટ્સની મહેનત અને ઇનોવેશનથી બનેલો દેશ છે. ઉચ્ચ શિક્ષિત ભારતીયો અમેરિકાની ઇકોસિસ્ટમમાં મોટું યોગદાન આપી રહ્યા છે, ત્યારે તેમને ગુલામીકાળની યાદ અપાવતા શબ્દોથી સંબોધવા તે અત્યંત અપમાનજનક છે.

જેડી વેન્સના આ નિવેદન બાદ માત્ર ભારત સરકાર જ નહીં, પરંતુ અમેરિકામાં વસતા NRI અને સમગ્ર ભારતીય સમુદાયમાં ભારે રોષ જોવા મળી રહ્યો છે. હાલમાં ભારત સરકાર આ સમગ્ર મામલે ચાંપતી નજર રાખી રહી છે અને પોતાના નાગરિકોના હિતોના રક્ષણ માટે તમામ જરૂરી પગલાં લેવા તૈયાર છે.
